I see now that there is confirmation (more than a photo caption) that the tram cars got sent to Vancouver, BC. And it indeed was because there wasn’t enough other Portland-bound freight on board. I still haven’t seen anything about the other part of the overheard rumor, that they will come to Portland via San Francisco, of all places.
